1. Review the State Requirements

In order to renew your insurance license, you must complete the required continuing education hours for the lines of insurance that you are licensed in. All of the hours must be completed and reported prior to your license renewal date to avoid a lapse in your license.

GENERAL REQUIREMENTS:

Total Hours

24 hours biennially

Compliance Renewal Date

Renewal date is the licensee's date of birth, biennially.

You may also need to take specific courses or earn specific credit types to renew your license. These course completions will count toward the total hour requirement.

LINE-SPECIFIC REQUIREMENTS:

There are no line-specific requirements.  Any course type is allowed.

PRODUCT TRAINING

For Life & Health Producers:

Annuity Suitability
4 hrs - Effective December 26, 2018
All producers licensed to sell, solicit, or negotiate annuity products are required to complete a one-time 4-hr Annuity Suitability Certification Training, prior to the end of their NEXT complete license renewal cycle.
All producers licensed on or after the 12/26/18 have until the end of their FIRST CE renewal cycle to complete the training.  This applies to producers with the life and fixed annuities or a license with variable life/variable line of authority whether they plan to sell annuities or not.

Individual insurer's may establish shorter training deadlines, so be sure to check with represented carriers.

Both resident and non-resident producers may complete training in another state that has implemented a training requirement based on the 2010 "NAIC Suitability in Annuity Transactions Model Regulation."

The department may take action, including fines and/or license suspension, against noncompliant producers.

Additional information about this requirement is available at www.clearcert.com.

Long-Term Care
8/4 hrs - Producers must complete an initial 8-hour Long-Term Care (LTC) Certification Training prior to selling, soliciting, or negotiating Long-Term Care products/policies. After completing the initial requirement, producers must complete a 4-hour ongoing LTC training, due every renewal thereafter.

For Property & Casualty Producers:

Flood
3 hrs - Property/Casualty and Personal lines producers must complete a one-time 3-hour course on NFIP Flood Insurance Certification Training prior to selling flood insurance policies.

There are also additional rules about how the course hours can be applied.

CARRYOVER HOURS:

A maximum of 24 hours may be carried forward into the next reporting period.

COURSE REPETITION:

Courses may not be taken more than once in a reporting period.

If you meet any of criteria below, you may be exempt from the continuing education requirements.

EXEMPTIONS:

  • Non-residents are exempt, except Title agents (Title agents must complete PA's CE requirements, regardless of CE met in their home state)
  • Individuals licensed continuously since 12/31/70, unless an additional line of authority was added after that date
  • Individuals exempted by the commissioner due to hardship or good cause such as disability or medical condition
  • Individuals whose only line of authority is a restricted line
  • Individuals who first obtained licenses without examination under Section 609 (c) of the Fraternal Benefit Societies Code and whose appointments are limited to fraternal benefit societies

2. Register for and Complete Courses

Once you have determined the renewal requirements for your license, you can register for courses. Each course has an associated credit type; when registering for courses, select courses with credit types that will help to fulfill the renewal requirements for your license.

PreLicenseTraining.com offers classroom, webinar, online, and self study courses for Pennsylvania. You can register for courses at CE Courses.

You must fulfill the course requirements for each of the courses to have them reported.

  • Classroom and webinar course completions are based off of attendance and participation and do not require a completion exam. You must be present for the full duration of the course and be active and attentive throughout to receive credit.
  • Online and Self Study courses are self-paced. You must review the course material and pass the Certification Exam at the end to receive credit.*

MONITOR REQUIREMENTS:

*Online and self study exams are required to be monitored by a disinterested third party (a person with no family or financial relationship).

REPORTING METHOD:

Once a course has been completed, the completion must be reported to the state. PreLicenseTraining.com will report the course completions to Sircon.
